I received the reply to my email regarding the introduction of citrus seed to Florida. I have cut and pasted the reply here. I will be sure will thank Dr. Dixon for his prompt and through reply.
The form referred to was included as an attachment, which I will forward to anyone that wants a copy. I figured it would not copy well into this posting.

Dear Mr. Rahn:
Thank you for your inquiry related to Florida Department of Agriculture regulations for introduction of citrus seed into Florida. Your concern that citrus hobbyists follow the regulations for Florida is much appreciated.
Individuals interested in importing citrus seed must submit a request form DACS-08084 "Application to Introduce Citrus Plants & Citrus Plant Parts" to the Director of the Division of Plant Industry, PO Box 147100, Gainesville, FL, 32614-7100. Approved requests allow importation of citrus seed to the location designated on DACS-08084. Ask the supplier to surface-sterilize the seed before shipping in order to minimize contamination; soak 10 minutes in .7% ai bleach followed by 3 water-rinses. Air dry and package. Although most citrus seedlings will be disease-free, several citrus pathogens that can be seed-transmitted have been reported. Minimize your risk of planting infected seed: use only healthy-looking seed which were collected from healthy fruit that were harvested from healthy trees.
I have attached a copy of the electronic document for your publication as well.
Again, our appreciation for your inquiry to get the information correct.
Sincerely,
Wayne N. Dixon, Ph.D.
