A Eureka lemon differs from a Lisbon in that a Eureka's branches have a more spreading habit, and are pretty much thornless. Lisbon lemons are quite full of thorns. On the other hand thorns are also a sign of citrus juvenality. I not sure if this pertains to a seedling lemon, as I have never grown a lemon from seed. Your tree should have begun blooming by now. Are you pruning this tree? Any pruning of a citrus tree, lemon included, will delay, or even prevent the tree from reaching maturity, therefor it will not flower or fruit. - Millet (321 BO-)

Well i live in the east coast of canada so it only gets a good growth period in the summer... i trimmed a couple branches a few years ago, one branch was so much taller then the rest of the tree i cut it off because it looked rediculous lol but its 13 years old in march ? i read somewhere it could take 15 to blossom but im not sure if that was true or not

Next time you trim it, root the cuttings. That way you wont lose the node count & the cutting may start blooming a bit sooner.

You can take cuttings of 8-12" after a new flush has hardened off. Leave the last three leaves @ the tip. Use rooting home & put it in a pot of dirt. lemons are about the easiest citrus to root.

Those plant fertilizer spikes are about useless, you're better off using a slow release or granular fertilizer.

Hard to tell if it's Eureka or Lisbon. As Millet stated, young seedling citrus have some wicked thorns.
