Which site to purchase seeds (citrus rare) for expedition to Europe ?

Citrus seeds do not store very well. Once they dry out you will have very poor germination. They must be harvested from fresh fruit, washed & treated with a fungicide. Airmail to France would probably take a week. What variety of seed are you looking for ?

I ship packages to Eastern Europe and it usually takes about 7 - 10 day using international priorty mail. Most packages will leave New York City the next day. It should arrive in Paris on the third day. I would think if you pack the seed in a damp rag it would not dry out to fast. Customs may give you a hard time. Cost in the USA is about $20US and extra cheap if you could pay in Euros. Express mail would only save about 1 day and probably cost 50% more .

Whereabouts in France do you live?
Several of these varieties are available as plants from Pepinieres Baches at Eus near Perpignan.
Perhaps if you contacted them you could go along and collect some fallen fruits with seeds. Or even buy some plants - then you won't have those endless years to wait for the seedlings to mature!

I think that Citrus bergamia doesn't come true by seed.
