Hoping for some advice here. I have an arctic frost satsuma that looks to be a cutting. Its supposedly hardy to 8a, which is my zone. Should I graft this to trifoliate or flying dragon to try and cover my bets? Or just plant away, since it should grow true from the roots if we get another winter like this past one?

Seems like if I was in 8b, I would have this same scenario with a meyer lemon. Rootstock and graft high is one approach, but if you get frozen, you have to regraft or start over. If its own rooted, regrowth is true to type.

Anyone with any suggestions?

Do you have space for two trees?
If not, my suggestion is grafted on Trifoliate. It's biggest benefit in my experience lies in keeping the plant from breaking its (semi)dormancy too early, which is in most years is more of a threat than the absolute lows experienced, at least down here in So. Ga. and No. Fla.
If the tree dies back, then the rootstock will remain and a new graft will grow rapidly from a large, well-established rootstock - probably at least as rapidly as regrowth from the roots of a cutting.
Before severe freezes, you can take cuttings and store them in the fridge as insurance.
