I have some osmocote slow release fertilizer 19-6-12 and will apply it around the drip line. One of the meyer lemon trees is showing nitrogen deficiency with yellow leaves. It is competing for nutrients in the soil with a nearby oak tree. I do not want to burn the roots so how much of this fertilizer should I use? Use three table spoons for every 2 feet branch spread as instructed?

You will not burn the roots with Osmocote on a tree planted in the ground. Osmocote however is slow release and heat activated.
