Highlights of California's proposed $9 billion water bond. As with anything in California $4.25 billion goes to environmentalism and $5 billion actually goes to water projects.

Where the money flows:

$3 billion to provide more storage, including statewide reservoirs and groundwater banks.

$2 billion on grants to local agencies, including $108 million for those in the San Diego region, to improve water quality and quantity.

$1.9 billion to help restore the Sacramento-San Joaquin River Delta, hub of the state's water-supply system.

$1.3 billion for rivers and watersheds, including improvements at the Salton Sea and post-fire restoration.

$800 million for water quality, including cleaning up contaminated underground reservoirs that could be used for future storage.

$250 million for conservation.

I find it somewhat frustrating that I live and farm right here in the Sacramento-San Joaquin Delta where much of the money is being spent, but I have no idea what projects are planned. I do see a couple of projects making significant improvements to stretches of levees, but there has to be much more of something planned. I'd love it if there was an improvement in flood protection as a result of this as I understand that a levee break does not only flood the specific area but also impacts the flow of water to where it is needed. The area I live in was flooded on June 21, 1972, we our levee broke and our family lost our home and my father lost all of his crops. The levee broke right were the Corps of Engineers was supposedly making some levee improvements. They blamed the failure on muskrats. Most people know it was a different kind of rat. BureaucRATS!!!
