Thanks for your insight Snickles. I had read the (sometimes mind numbing) documents you have posted links to, and also came to the conclusion that this is a stricter quarantine, rather than a blanket prohibition of any movement of citrus out of the state. Lowes, Walmart and Home Depot sell citrus trees here in SC and elsewhere. I am sure they will continue to get trees from certified nurseries in Florida.

The key word is certified. Nurseries that are registered
with the state, some aren't by the way, should still be able
to sell Citrus nursery stock but they will have to be compliant
with federal regulations, otherwise they cannot be granted
the limited permit to ship their trees out of the state. Even
then there may be a moratorium on all out of state shipping
for a time. Some non Citrus producing states may require
or still require a phytosanitary certificate to accompany the
shipment also to come into those states as Citrus canker is
just one major part of the burgeoning equation. Incoming
insects and other diseases may be major factors now as well
since Florida has another and probably a more damaging
issue to deal with than Citrus canker. The quandary is that
the Citrus canker dilemma can shift the focus elsewhere and
can cause the spotlight to be directed onto other issues such
as Tristeza and of course the Citrus greening. I cannot speak
for budwood sent to other states but I can say that it is better
that those trees are inspected and certified before one tries to
be cavalier and try to buck the imposed system now.

I am a firm believer that all persons should follow the rules and regulations in place at any given time - both state and federal. There are many people in this, and other countries, that depend on citrus for their livelihood. It would be a terrible mistake to cause harm to them simply to have a new citrus cultivar in ones collection.
