When to pot Navel & Owari still in black nursery pots

So...
I still have 2 citrus still in their black nursery pots that I'd like to get into terra cotta pots. Or rather, as soon as is wise.

They're both from Four Winds, so they're in a decent mix now, it drains OK, but on those hot days the pots really heat up and the conditions inside the pot seem to go from dry to swampy... and I think I can manage the watering better in terra cotta.

Anyway, the owari is small, in a 5# pot but covered in blossoms that have just started to open up this week. Would repotting now affect the fruit set, or cause the blossoms to drop off? I guess I'm asking if I should wait until it's done blooming. Or perhaps now is better than later? I just don't know because I'm new at this.

The navel, on the other hand, is enormous, in a #10 pot. It's pretty much done with its big bloom. Last week there were hundreds and hundreds of blooms opened and it was a bee's paradise. But a couple days ago it dropped about 95% of its spent blooms, and unfortunately the little pre-fruitlets with it. (Don't know if the wierd cold snap last week did it, or if that's just normal thinning.) But the darned thing is seriously rootbound and needs to move up, and I'm afraid of losing the few remaining flowers I still have.

So, when's the best time in a plant's blooming/growing cycle is OK to pot up?

I realy do not pay attention to the "right" time, I do my repotting more in the point necessary or not.
But if the question comes, I usually tell most people not to pay to much attention to blooms and fruits, because a healthy and good growing tree is much more valueable than a blooming, but suffering tree.
Because the heathly one comes again and again with blooms, if not this year, so the next. The suffing tree won't make this race...

So, repotting before the major growing season, late spring and summer, comes, is the best advice I can give.... and if your tree does not fruit well, beecause of the disturbance of the root system at the repotting action, well, enjoy the recoverey in the seasons and anticipation of bloom and fruit next year.....
