Thanks for the advice. I was under the (false?) impression that grafting to a less cold hardy variety would mean less hardiness, but I see your point about protecting the bottom part.
For those who don't already know, here's the advice from UCR for storing dormant budwood -
Double bag.
Do not put moist material around the budwood, OK to put it in the outer bag.
Keep at 52-55F until petioles (leaf stems) drop.
Keep at 45F after petioles drop. Household refrigerators are colder than ideal but OK if you have no alternative.
