Here is a tarocco tree I had planted in CHC/peat moss at 3:1. It was in a 15 gallon Fabric Smart Pot. Its been in here fore about 8 or so months. It wasn't growing good so I pulled it up to transplant into a plastic container. I only saw a few new roots. What do you guys think?

Looks like that plant belong in a 3-5 gallon pot.

From what I can see from the picture you provide, it looks like the tree has a good root system. You need not worry if you don't see many white root tips. Citrus roots, like the growth of the tree's foliage, have periods of growth and rest. These root growth periods normally alternate with the growth periods of the branches. During the root's active growing periods, (normally three times a year), the roots at the ends show white sharp growing points. During the root's rest periods the roots assume a brownish color typical of dormancy, and the tips become decidedly blunt. - Millet (954-)

This tree is the one on the left in the first photo in the link below. I'm not seeing any new growth flushes in terms of leaves or branches. At the beginning of spring it had a lot of flowers and most of them have fallen off after getting to the size of about half a pea. I was hoping it would have another growth flush but no such luck yet. I transplanted it into a 10 gallon tub, the kind with rope handles. Should I go back to a 5 gallon?

I also have three other trees which can be seen in the link below. An Improved Meyer Lemon, Oro Blanco Grapefruit and an Owari Satsuma. Should I transplant all of them back into smaller containers? With the exception of the Satsuma, they are all progressing the same way...which is south!

These are not good signs.
In your place I would quickly put them in a "traditional" ground (and pot), put them in the shade, water and feed them.
This way you will have only lost 8 month, not the trees (I hope).
