my sister would like some suggestions.

she has a swimming pool in her back yard and there use to be palm trees on one side but there are electrical power lines over head so today the electrical company cut down the palm trees. now she would like to plant something there that would not get too tall, provided some shade and probably best if it does not drop too many leaves. is there anything that can fulfill these requirements.

How about a loquat? They are evergreen, tropical-looking, provide shade, are plenty hardy for Houston, and don't grow too tall. Only downside is the fruit may get messy. Other options: Mediterranean Fan Palm, Max Myrtle, Loropetalum (Chinese Witch Hazel), vitex, etc.

Bananas--there are many different sizes to fit her needs, no leaves to clean up no fruit dropping.

Skeeter's right. Banana plants grow fast, ain't messy, and if the power company cuts them down. they'll just grow right back. Very Happy I love it.
