I guess thats what I did. Planted one of my 2 Indio Mandarinquats July last year with the waterproof paper label still attached to the long naked stem about 10 inches above the rootstock join.
Why did I leave it on? Dunno. I plead insanity.
A month ago I saw sap showing under the label and the label literally ringbarked the small bush with an inch wide ring when I peeled it away.
Since then the bush seems to be showing signs of starvation and the foliage has a hard feel to it. I fed it today with a commercial citrus food and we are due for 5 days autumn rain from tomorrow.
The branches and upper main stem all show green under the outer layer (I haven't scraped any of the brownish ring barked stem in case I damage it further).
I am waiting to see how it's decline goes.....are there any miracle cures out there ?

If it's 10 inches above the graft, you can cut it off just below the damage. It will take a couple years to produce fruit, but will flush out new growth from hidden buds on the stem.

The ringbarking is at 10 inches and I have felt some promising bumps an inch or so below that so I will cut back to there...when the 100k gales that we are getting bashed with abate. I dread to see what damage my glasshouse has sustained.

Good luck with that. Our hurricane season will shortly be upon us.

Got hit with the worst damage since Cyclone Bola in 1988. But it could have been worse I suppose. Our local park's high tech fernery has been really smashed up..and the wind is still blowing strong with an anticyclone blocking the depression from moving away from us for another day or so.
Except for the sick Mandarinquat all the other citrus are swaying in the wind with leaves and stems intact.
