Does anyone know the regulations on exchanging such unrooted plant material? I assume it is illegal going to Florida and California (maybe Texas too) and is certainly not a good idea coming out of the canker area in Florida. But is it freely and responsibly exchangeable among areas without commercial groves?

Gonebananas, Citrus trees cannot be shipped into or between Florida, California, Texas, Louisana, and perhaps Arizona. Otherwise citrus trees can be and are shipped into all non-citrus producing states such as Colorado, Ohio, New York ect. - Millet
