One of the palmetto palms in the yard has a white scalelike pest on the frons. They skeletize the leaves somewhat, don't kill them. What are they and what would be the most effective method to control them?

On the sabal palmettos that are growing around here I've never seen anything like that on them. Is it because we are further north and this pest doesn't get this far Laaz?
