Finally, my Nippon mandarinquat is blooming for the first time. I have had it in the ground for 4-5 years with little or no bloom - never even tasted a fruit from it. Now it is loaded with flower buds, as are all of my kumquats and limequats. I guess the reason they are so hardy is that they wait so long to bloom. Has anyone had much luck with Nippon mandarinquat?

Exactly, or rather it is why they bloom so late in the season. Cold hardy citrus trees are also "hardy" to warm weather. That is, they do not break dormancy with brief warm spells, but require a substantial period of warmth in order to break dormancy. - Millet
