I have a dwarf Cara Cara from Four Winds. Anything I can do to get it to force the rootstock to send up some shoots? I would like to get some more rootstock by marcotting.

Yes there is. You can cut the scion off completely. (Just joking) - Millet

Would scarring the rootstock work? Maybe an acid application?

Don't think so, but it's still worth trying... Growth promoting hormones of a healthy mature tree's top, are usually much stronger than those of its rootstock.
That's why the rootstock of a healthy tree doesn't send up new shoots, once the scion starts to show an established growth.

Supposedly piling wet sawdust around the base will stimulate rootstock dormant buds (above ground) to grow out. Haven't tried it. I might be concerned in locales where collar rot is a real threat.
