Pindo Palm Problem

I have 2 Pindo Palms at my home on Edisto Beach SC. Both are about 8 feet tall and several years old. One is doing well, but the other has new growth that is stunted and yellowed. Any thoughts on what could be happening. The plant has been like this for a couple of years.

Do a google search for "frizzle top" and manganese deficiency in palms and see if that matches what you're seeing. That's my guess. It's a problem here on our pindos. Note that I'm suggesting manganese, NOT magnesium, so the usual recommendation of epsom salts will not fix it if this is the problem.
