lady bugs and brown scale

This is really just a silly questions, probably a no brainer. My husbands mom lives in Florida and every year sends us huge boxes of oranges and the like. This year I noticed they have bugs on them. They look just like brown scale.
Do they usually spray fruit when it leaves Florida, or should I assume these are alive and keep them out of my house?

I feel like I have been treating my indoor trees for brown scale for forever now. I've tried just about everything, but every week I still find more.

Any advice about using ladybugs indoors? I bought some but have been a little reluctant to put them on the trees for fear they won't eat brown scale.
