This certainly does not look good at all. CA found the ACP early and it looks like they are throwing in the towel. Not completely, but this is a big change in direction and it would appear they are now looking to take a defensive position instead of an offensive position.

This change is a surprise as it was just recently they were considering fining those residents that did not spray. Not sure how these two programs will merge.

I believe the economic burden of a prevention program reached the braking point . The eradication of the ACP was probably a losing battle from the very start of the program. The cure is hiding in the research laboratories. - Millet.

Yes finding a good rootstock is the solution.

As controversial as it sounds I believe that genetic engineering will eventually save the day. Once we have a rootstock that remains healthy the battle will be almost won!

'A number of advanced selections of citrus with P. trifoliata
in their pedigree are available in citrus breeding programs, so
we are screening these selections for resistance to ACP in
the field and greenhouse because some of them are close to
commercial quality.'
