I grow citrus in the home.
My plants are grafted on lemon, orange, grapefruit - leaves fall in winter.
The air temperature 18°C (64F), light from the window, additionally there is no lighting.
Please advise what is best rootstock for mandarin Clementine (and ...), Nawel oranges.
For cultivation in the container in my house? (The air temperature 62-66F)

Basic characteristics:
1 a sweet fruit
2 trees do not get sick in winter (leaves not fall)
3 regular flowering, small fruits do not fall

???

The air temperature inside the house is really not very important for citrus trees growing in front of a south window. The temperature of the tree's root zone is MUCH MORE important. To avoid leaf drop during the winter months, insure that the tree's root zone is held between 64 - 70F (18 - 21C). My favorite rootstock for residential container grown trees is Flying Dragon. - Millet (370 ABO-)

my vote would be for Flying Dragon too. Another concern could be not enough light coming from your window... depending where you are in Russia.

I will try different rootstocks.

I can have rootstocks:
Citrange (Troye, Benton, Carrizo, Rusk, Rustic, Savage,),
Blood orange (Moro, Tarocco, Sanguinello)
Sour oranges (Bizzaria, Cfyfliculata, Fasciata, Listata, Gou Tou,)
Limes (Thaiti, Mexican, Kaffir,),
Citrons (Hand of Buddha, Florentina, Maxima, Bajoura,)
Yuzu,
Ichangenzis,
Junos Sudashi,
Lemon C.volkameriana,
or other... ?

I think that none of these will suit your request. They will all give you big trees.
For indoor you have FD witch will give you very small trees and poncirus trifoliata (PT) that will give small trees. Both give excellent fruits.

Meyer lemon is a good rootstock for dwarf trees.

For good quality fruit I would also recommend Flying dragon or trifoliata.
