Question about GA3 powder and pollintion

After reading a few threads here I decided to pick up some GA3 powder from ebay to try to get a good fruit set on my Page orange without having a ton of seeds. I have an Orlando Tangelo that I bought for a pollinator for the Page before reading about the GA3 powder. If I spray my Page blooms with the GA3 will I still get a ton of seeds from the Orlando cross pollinating the blooms?

This season my Minneola's were very seedy for the first time. My other citrus that flowered this year were a Satsuma, Meyer lemon, Ruby Red grapefruit, and a young Sanbokan lemon that put out maybe ten flowers. This was the first season my satsuma flowered after being in the ground for 6 years. Is the Satsuma probably the cause of the seedy minneola's or is it just a coincidence? I had always thought Satsuma's could not be used as pollinators.

I'm not an expert here, but I think I asked about pollinizers for my Minneola and was told that satsuma's would not work.
