If you live in So Cal, satsumas should do just fine inground if you have a place to plant them. However, if you have to grow them as container plants, you should read a lot of the post on this forum regarding container citrus--especially potting media and fertilizer. The fertilizer you mentioned, is not the best for container citrus. You should look for one with an NPK ratio of 5-1-3 --that is the ratio that citrus uses--excess in any of the components can build up in the media and lead to salt accumulation.
Satsumas are seedless, though you may find a seed now and then, you do not need to worry about seedy fruit.
