I don't know for sure--I have never seen scale with exudates like that--could it be the Asian Citrus Psyllid--it does have a white waxy secretion in the larval stage.

IMHO it is a mealybug but I don't know what species, could be the long-tailed mealybug (pseudococcus longispinus). Not sure.

Although I cannot translate, I found this sketch which looks similar. The cartoon on the bottom indicates that the "tail" could be a wax tube??
