I stumbled across this link when I was looking on the CCPP's site for information about obtaining budwood and the options for people outside of California. It sounds like you must be have some sort of research in mind to obtain budwood but it does say that some exceptions are allowed at the discretion of the curator. There are also some links to some interesting sounding publications under the "products and services" category on the left side of the page.
