You are right to ask why they didn't tell you--that is a question many of us here have asked. There should be warning signs at all point of sales for citrus plants in FL (and LA for that matter).

Chances are pretty good that your tree is fine but it can be a couple years before greening shows. Citrus greening is only spread by insects and grafting, Canker can spread by wind.

I can tell you why the road side dealer did not tell Houdini about it being unlawful to take the tree out of state. The answer, of course, is because they wanted to sell a tree, they did not care if the tree caused further trouble or not. The real question is, where are the state authorities? My guess is that Florida state authorities, are not all that concerned about conditions in other states, as at the present time they have all they can handle in Florida. However, the USDA should be concerned. - Millet (1,307-)

You are right, there is no incentive for FL to prevent sales to non-residents --then even loose sales tax if they prevent it.

What FL is doing to prevent internal spread will help prevent external spread (screenhouse propagation, and required treatments and inspections of nursery stock). But USDA should require FL point of sales to post warnings and/or check driver license to prevent sales to non-residents.
