No. The only way a citrus is a rootstock is if it has been grafted to. If I have a fast growing lemon seedling but want an orange tree, I'd make a small wound in the bark of the lemon seedling, insert a leaf bud from a mature orange tree and "trick" the lemon into healing around the orange bud. Then remove all lemon growth from above & below the orange bud and allow ONLY the orange to grow. Everything below that orange is now lemon rootstock. Allowing the lemon to branch out again would sap energy from the orange growth and defeat the purpose of grafting in the first place.

Here are the newest pictures of my trimmed(sucker branches) tree. . The tree appears to be happy enough except I need to get rid of the scapes.

The last picture is of a Meyer Lemon that I got - pretty sorry excuse for a plant but I like a challenge. I just noticed when I was taking the picture that it is starting to bloom again. I have had it for about a month and it is stabilized. It really looked worst when I got it. Now if I could just get it to grow some leaves! All suggestions will be appreciated
