I noticed today little bright white patches on my Kumquat leaves and stems. will be checking my Lemon and Orange trees. Is it White Fly bugs?, when i used my finger to remove them, very sticky when squashing them off. First case of pests with containers outside for the Summer.

Could also be Mealy bug. - Millet

Or cottony cushion scale, which are very sticky when squished. I don't know about it's range, though, and it seems unlikely that it would pop up all of a sudden if you've had these plants for a while. Overall, Millet's mealybug hypothesis seems more likely.
