I noticed today little bright white patches on my Kumquat leaves and stems. will be checking my Lemon and Orange trees. Is it White Fly bugs?, when i used my finger to remove them, very sticky when squashing them off. First case of pests with containers outside for the Summer. Crying or Very sad

Or cottony cushion scale, which are very sticky when squished. I don't know about it's range, though, and it seems unlikely that it would pop up all of a sudden if you've had these plants for a while. Overall, Millet's mealybug hypothesis seems more likely.
