Why is my tree growing stems and not leaves (with pics)

Hi,
after nearly killing my tree, its now starting to grow again. Whats interesting is its not growing single leaves, but growing new shoots and stems.
Why is this and will the tree eventually grow leaves where the others once were?

All plants work that way. They never replace leaves on stems that have lost them; rather, they grow new shoots which have new leaves.

So it will never grow any new leaves on old branches? The tree will look odd

Correct. Although new shoots may come out lower on the branches.

Thanks. I have a Little Gem Magnolia that dropped its leaves from transplant shock and grew back new stems and leaves. Now I understand what happened.
