This whole citrus quarantine is so confusing to me! I understand that you aren't supposed to buy plants, fruit, or seed from infected areas (although there's someone from Louisiana selling Meyer Lemons on ebay).
What about sending fruit and/or seed from non-infected areas to infected areas?
The SaveOurCitrus site used to have that information, I think, but now it just says to contact all the individual states USDA offices. What a pain and how confusing!

Yes, it can be confusing, Susan. States that are under quarantine for the Asian Citrus Psyllid, Huonglong Bing (HLB, the disease that is spread by the ACP), Sweet Orange Scab, and Citrus Canker each have their own set of rules and restrictions regarding the shipping out or receiving of citrus and citrus relatives. You can see all the "at risk" states at saveourcitrus.org. Some of those states only have certain counties that are quarantined. Other states the entire state is under quarantine. Each state will have its own shipping and receiving restrictions, so yes, the best bet is to contact that state's ag dept to find out what those restrictions are. For example, the state of California cannot ship anything outside the state, nor can we receive anything into the state of California from any other state. And, certain counties or parts of counties in California can't ship citrus outside that county, even. If you're considering purchasing a citrus from a possibly quarantined state (like Louisiana), I would contact that state's USDA office and ask. You'll need to know the state, as well as the county (or parish for Louisiana). And, same with sending fruit. Again, a good example is California. You could not send someone a citrus tree, part of a tree or fruit into the state of California (unless it was fruit that had been treated and then inspected, but still not live tree or budwood).

The reason they are referring you back to each states' USDA office, is because laws are changing as time goes along, with the spread or containment of these diseases.

Yes, it's a pain, but our USA commercial citrus industry is a multi-billion dollar industry employing ten's of thousands of people. So, the USDA is taking great care in protecting it. So, a quick phone call will answer your questions about whether or not you can purchase from a certain state, or send citrus to some certain state.

Actually CA can ship trees out of state. Some counties may not be able to.

You're correct, Laaz, sorry. Very tired last night, I should know better than to post when I'm that tired. Some sellers, if they're willing to go through additional inspections and certifications, can ship outside of California (like Four Winds Growers for example), but are restricted from shipping into certain citrus producing states with quarantines in place, like AZ, FL, TX. Here is the statement from Four Winds, in fact, about their shipping restrictions, which helps to clarify some of the confusion:
