I have a 2ft tall plant that grows bias to one side. All branches are facing in one direction and i was wondering if there is a way to force a shoot lower down in the opposite direction. Maybe some form of growth hormone or some tricks to it?

You can turn the empty side toward the light, prune the other side and direct the branches with wires like for bonsai.

As Sylvain said, trees grown toward the most direct light. Any heavy shade on one side of the tree will cause this.
