Does anyone else suffer from this pest?

I know that there has been controvercial aerial spraying against it in California.
I've just finished a web-site page with photos of all stages of this pest.
All taken in my greenhouse in England in the last few days!

At one point, there was a quarantine of the Bay Area due to this moth. I'm not sure if it is still in effect, but it is impossible to implement the quarantine with people zipping by and traveling by the millions of cars back and forth in a day. The toll gates are averaging more than 150,000 cars a day, and so how do you do inspections at each one? Many commuters will be mad.
