can i cleft graft citrus in spring

I want to add a kishu mandarin scion to a golden nugget mandarin tree. can i do this as a cleft graft and can i do it in spring?

You can do cleft graft year round...

But make sure to adjust according to season. Spring cleft grafts would take easier than those done in the summer.
