controlling vertical growth

newbie to citrus here. I have germinated many types of citrus seeds over the last 6 months. I am not necessarily looking for fruiting trees, just germinating and growing lemons, oranges, tangerines, limes, and key limes. They will all be container grown. I have several lemon seedlings (trees) germinated in August 2006 that are maybe 18" tall right now, but they seem to be gaining speed and going vertical on me. They have many leafs up the main stem (like 15). My question - given that these seedlings are now about 7 months old, can I control the vertical growth by cutting the main stem, hopefully forcing more horizontal growth for a bushier tree?

I top all my trees at about 2 ft. This forces the tree to bush out. Citrus have a tendency to grow straight up if allowed to.
