That's not quite true. When water freezes, the phase change absorbs the heat energy that would otherwise go into changing temperature. You can see local heat fluctuations because the process isn't entirely one-way -- some ice will tend to melt during a freeze process because local environments are never entirely uniform and because it is a two-way reaction.

I was using it in the sense of "that's where the energy goes", but in terms of sign, you are correct.
