I am in Houston. Most of my trees are flushing at this time. Some have already flowered. Should I wait until after the flushing /budding process before cutting my budwood sticks.

You can START doing it now, no need to wait until the flushing's over. In fact the best time is a week after the first flush. In between flushes, when the roots are growing instead of the canopy, is also hard time to graft.
