You may need to contact your Country's Agricultural Department or related Universities. They usually have reciprocal agreements with other countries when it comes to importing budwoods. After all, there are some citruses in the US Germplasm that originated from Turkey.
I encourage this legal means of obtaining your budwoods to protect citrus industries where ever they may be. If your country allows an individual to order budwoods, then you can request from the USDA germplasm collections, and it is usually free except for the import permits, phytosanitary permits, and shipping costs, you will have to shoulder those other costs.
