You can make a cut in the bark just above the t-bud point to stop some sap going up or bend the tree just above the grafting point.
I always get results with the first method.
One more thing: some buds never grow (blind buds).

Another way to stimulate side buds to grow is to apply a cytokinin hormone paste. In the orchid world they have a product called "KeikiGrow" for this. Has anyone used such a thing on citrus?

You can cut the branch off about a inch above the bud, or if you want to keep the remaining branch cut a notch about a inch above the bud about a quarter of the way through on the same side as the bud.
