Just received budwood, what to do?

Is it possible to take a piece of budwood and put it in a small pot of soil and root it that way? I would assume this is possible as it would be making a cutting and I am pretty sure I saw a picture someone posted here doing exactly what I am talking about (I cannot find the pic now though...).

I ask because I am trying to find a Nules Clementine which is proving to be difficult and I would probably have alot more success finding a piece of budwood and rooting that. Eventually I'd like to graft some branches from it onto some flying dragon but that would be a ways off.

Yes you can root a piece of budwood, but if you have a seedling rootstock, it would be better to use the budwood to graft it. One problem with rooting budwood, is that a stick of budwood has no leaves on it at all. A couple of leaves on a cutting that is going to be rooted helps greatly in getting the cutting to root, but it still can be done. - Millet (1,254-)
