Lemons and Limes have the lowest heat requirement (specifically Eureka). But there are others you could try: Oroblanco grapefruit hybrid and Trovita sweet orange supposedly low heat requirements.

Yes, I can confirm that Trovita does produce good, sweet fruit in cool areas.
