Does anyone know where the Arizona budwood program is located? Does Arizona even have one?

Arizona has a nice variety collection in Yuma, Arizona at the Citrus Research Station. The local Agricultural Extension office in Phoenix can help you get the budwood you need from them. The buds typically don't take when its 110 degrees outside. You might wait until October to do any tbud grafting. February is the best time to graft here, but Fall grafting works well if you overwinter the buds and force growth in the spring.
