Actually your in-laws do not need any other variety to "pollinate" their Page Mandarin. They can just spray the blooms with Gibberellic Acid. If they cannot, or do not, want to look for actual GA3, they can go to just about any garden center, and purchase a small bottle of Tomato & Pepper Bloom Set. I am not sure of the manufacturer, it might be Ortho. Anyway, most any good garden center carries Tomato & Pepper Blossom (fruit) set. Its active ingredient is Gibberellic acid. Just spray the blooms, and the GA3 "pollinates" them. The bonus is no, or very little, seeds. - Millet (1,413-)
