Is it okay to have some roots from the rootball out of the soil when you plant a citrus tree in the ground?

In Florida, it is ALWAYS considered desirable to have some roots visible above the ground surface, after planting. This dramatically reduces the probability of the tree's contracting Phytophthora foot rot.
