I have a 2 year old Satsuma (Miho). It is in a 20 inch pot. The fruit appears to be ripe, light orange color, etc. The skin is real thick maybe an eigth of an inch, very loose and easy to peel, and the fruit is dry and pithy and almost bland in flavor. Can anyone tell me what causes this, i.e. fertilizer, too much sun???

Young trees tend to be that way. Give it about 3 more years...

The recommendation is to not let them fruit for 3 years after planting. The first year if allowed to fruit the skin will be thick and the flesh will be woody and pithy. As they get older the quality becomes much better.
